Step 1: Get the Book
Effective Universal Instruction: An Action-Oriented Approach to Improving Tier 1 serves as the foundation and primary set of resources for these services.

Step 2: Determine Needs and Plan
The start of the continuous improvement process, we will discuss student learning data in your district/school(s), and do a review of your infrastructure and practices through the lens of MTSS with a focus on the Universal Tier (Tier 1).
Step 3: Implement Plan
Next, we will use the information collected in Step 2 to develop a plan customized to meet the unique needs of your district/school(s), and to start implementing that plan for enhancing the Universal Tier. This includes how to best use the Effective Universal Instruction book as a resource. Examples of customized services to meet your needs include things like:
- Direct training and professional learning experiences;
- Consultation and feedback;
- Embedded learning within professional learning communities; and
- Book studies.
Step 4: Reflect on Progress and Determine Next Steps
Finally, we will use agreed-upon metrics, on an agreed-upon timeline, for monitoring implementation and improvement efforts both formatively and summatively. If adjustments are needed, we will identify and implement those adjustments. As our defined works nears completion, we will discuss next steps to ensure continued success on your implementation journey.
